President vetoes changes in the organic law "On the National Bank"

President Salome Zurabishvili vetoes the amendments to the Organic Law "About the National Bank".

 

As Salome Zurabishvili explains in her statement, she vetoes the amendments to the Organic Law "On the National Bank" because "it is neither necessary, urgent nor argumentative!".

 

It is not clear to the President why the position of additional Vice President is needed, while one of the three acting Vice Presidents can easily perform the duties of the President, which is confirmed by practice.

 

At the same time, the President believes that the doubt "must be eliminated", otherwise the principle of independence of the National Bank may be called into question.

 

Salome Zurabishvili hopes that the veto will not be overcome and the proposed comments will be taken into account.

What is happening today?

 

The process of selecting the President of the National Bank is underway. The President of Georgia is working to nominate two members of the Board of the National Bank to the Parliament.

 

In parallel with this process, the Parliament adopted legislative amendments - adding one position, in the form of the first Vice President, who will become the acting President of the National Bank, until the President of Georgia appoints a new head of NBG.

 

What is the need for an additional Vice President position?

 

While it is easily possible for one of the three acting Vice Presidents to perform the duties of the President, this is confirmed by practice.

 

Therefore, the question arises: is the government not satisfied with any of the Vice President's candidacies and does it need to create an additional seat?

 

Also, there is a doubt that if the candidates presented by the President of Georgia do not have the support of the Parliament, the law allows the first Vice-President to perform the duties of the President of the National Bank for an indefinite period.

 

Such doubts must be eliminated because otherwise, the principle of independence of the National Bank may be called into question.

 

Thus, the President of Georgia, based on the interests of the country, hopes that the veto will not be overridden and that the motivated remarks proposed by her will be taken into account," the President's statement said.

 

For information, the Parliament has adopted the amendments to the organic law "On the National Bank" in an accelerated manner, according to which one more - the first Vice President will be added to the three Vice Presidents of the National Bank, who will perform his duties in the absence of the bank President.
