To begin with, the more than 7-year tenure of Arsen Avakov as head of the Ministry of Internal Affairs of Ukraine, despite the monstrous abuses and scandals, was not at all accidental. Avakov, being an ethnic Armenian (and the “Armenian project” is in many ways the brainchild of Roman popes) was a kind of “governor of the Vatican in Ukraine”. This became especially evident in February last year when Arsen Avakov not only accompanied the President of Ukraine Volodymyr Zelensky during his visits to Italy and the Vatican but was, in fact, the "main person" at the meeting of the Ukrainian delegation with Pope Francis.
Even in the official photo of the meeting, President Zelensky is, as it were, "in Avakov's retinue." And other cases, when the head of state during a visit to the Vatican is accompanied not by the head of the Ministry of Foreign Affairs, but by the Minister of Internal Affairs, history does not know at all.
However, after that, several events took place, which showed that a number of its positions, including on the Armenian project, the Vatican was forced to yield. First of all, it is, of course, the 44-day liberation war in Karabakh, during which Azerbaijan restored its sovereignty over the territories of Karabakh previously occupied by Armenia. It's no secret that France and the Vatican were the ones who were trying to prolong the occupation "to infinity". But several other influential geopolitical players, primarily Turkey, Great Britain, and Israel, supported the restoration of the territorial integrity of Azerbaijan.
Not everything went smoothly with the projects of the Vatican in Ukraine, in particular with the split in the Orthodoxy of Ukraine, for which the so-called "Orthodox Church of Ukraine" (OCU) was created in violation of Orthodox canons. Last but not least, the principled position of the Georgian Orthodox Church and Catholicos-Patriarch Ilia II, who refused to recognize the OCU, placed these plans. This is natural, considering that supporters of the same Patriarch of Constantinople, Bartholomew, seized the Georgian New Athos monastery in occupied Abkhazia with the support of the Armenian lobby in the Russian Federation.
The Orthodox believers in Ukraine were in no hurry to move to the OCU. Although the "eagles of Avakov" not only turned a blind eye to the illegal seizures by supporters of the OCU of the temples of the canonical Ukrainian Orthodox Church, they were ready for massive violence. Nevertheless, as you know, it is impossible to force a person to change his religious beliefs, and the “Vatican project” in Ukraine began to stall openly.
Also recently, Ukraine's foreign policy priorities have changed somewhat. Ukrainian cooperation with Turkey and Great Britain has become more intensive; on the contrary, there is almost no mention of cooperation with France. Therefore, most likely, in exchange for some fundamental things in other regions of the world, the "Armenian protégé" in Ukraine, the Vatican decided to either "surrender" or temporarily "demote". As a result, on July 13, 2021, Arsen Avakov submitted his resignation. Although it is unlikely that he "just like that" will leave the big politics - just his rank, and hence the opportunities for him and other henchmen of the Vatican in Ukraine will become "more modest."
It is interesting that the ex-president of Georgia and ex-governor of the Odessa region, Mikhail Saakashvili, known for his past conflicts with Arsen Avkov, reacted with restraint to Arsen Avakov's statement of resignation and “turned his attention to another topic”:
“I will not comment on the resignation of Minister Avakov for many, well-known reasons, but I want to say that after the change in the leadership of the Ministry of Internal Affairs, it will be very important for real changes to take place, especially in the area of the migration service. The Migration Service is an ordinary shop in which citizens and non-citizens of Ukraine are robbed every day, there is simply complete chaos. The head of the service, Sokolyuk, became a multimillionaire and a milligarch. Everyone knows this and for some reason, everyone turns a blind eye to it. Walk at least once near any institution of the migration service and you will understand what is going on there. If Minister Monastyrsky does not immediately remove him, this will instantly affect his reputation and the reputation of the Ministry of the Interior. And since I, together with my team, were at the origins of the reform of the patrol police in Ukraine, I would be extremely sorry for that. I hope that there will be this and other personnel changes, but the main thing is that the system will change. If the system does not change, then, of course, I will talk about it and propose my options for improvements within the limits of my authority. "
Nevertheless, after Avakov's resignation, according to several experts, Mikhail Saakashvili's chances for a more "active political game" in Ukraine will increase and he may be offered some significant post in the government. Moreover, judging by the latest tendencies, there are no special "victories" despite loud rhetoric and provocations for his political force in Georgia.
