Shalva Papuashvili: the mistake of 2019 was repeated again

08.05.24 11:24

The following clause of the April 19 agreement, which was created through the mediation of the European Union and the USA, helped to release two criminals and granted amnesty to "offenders and those convicts from the protests of June 19-21, 2019," the Speaker of the Parliament of Georgia, Shalva Papuashvili, writes on the social network.

As he points out, this amnesty further fueled political violence because it gave criminals the hope that they could escape punishment for their crimes if foreigners intervened on their side.

According to him, the Parliament of Georgia was attacked once again last week. According to Papuashvili, the mistake of 2019 was repeated again, some foreign actors thoughtlessly called the violent actions "peaceful" and condemned the legitimate action of the police, with minimal use of force.

A clause below the April 19 agreement, which was brokered by the EU and the US, freed two criminals and granted amnesty to "offenders and convicts from the June 19-21, 2019 protests." This article was added to "Georgian Dream" by our foreign partners "in the interest of political stability of Georgia".

However, later on, the amnestied criminals did everything they could to radicalize the Georgian opposition and thus exacerbate political polarization. One of those released was Nika Melia, the chairman of the National Movement at that time, whose bail was paid by the "European Endowment for Democracy" (EED). This is the foundation that refuses to fully disclose its finances, and whose funded NGOs and parties are among the most radical these days.

This amnesty further fueled political violence because it gave criminals the hope that they could escape punishment for their crimes if foreigners intervened on their side.

Yesterday, the European Court of Human Rights in Strasbourg, in the case "Tsaava et al. v. Georgia", unequivocally confirmed that on June 20, 2019, there was a violent storming and an attempted violent invasion of the Parliament of Georgia. The European Court also clearly established that it was legitimate for the police to use force, including special means, against a violent demonstration.

However, unlike the European Court, the foreign political mediators of the April 19 agreement did not talk about criminal violence, but about "perceived cases of politicized justice", thus making "perceptions" the basis of political discussion.

Last week they once again attacked the Parliament of Georgia. Unfortunately, the mistake of 2019 was repeated again, some foreign actors, without looking ahead, baptized the violent demonstrations as "peaceful" and condemned the legitimate action of the police, with minimal use of force.

Such a superficial and biased attitude towards political events only increases political violence and damages the democratic process in Georgia. And this is against the background that despite making wrong conclusions every time, these actors do not even think about taking responsibility.

Below are quotes from the Strasbourg Court's decision:

"21. At 11:22 p.m., many people from the front lines of the demonstration again made a concerted effort to break through the police cordon by force.

22. According to various estimates, between 300 and 1,000 individuals tried to forcefully break through the police cordon and behaved aggressively.

23. Clashes between front-line demonstrators and police officers who formed a cordon at the steps of the Parliament building continued until 11.55 pm and included incidents such as the hijacking of police equipment, throwing of various objects (water bottles but also stones) at the police, and individual officers being separated And they were taken away from the cordon. "It seems that some officers were physically retaliated against," the chairman of the parliament wrote.
