The opinions of Venice Commission and the OSCE/ODIHR on the draft laws submitted by the Georgian Dream will be announced at the end of March

The opinions of the Venice Commission and the OSCE / ODIHR on the two bills submitted by the Georgian Dream will be announced in late March. The press service of the Council of Europe told InterPressNews about it.

 

According to them, the draft conclusions of both the Venice Commission and the Office for Democratic Institutions and Human Rights (ODIHR) will be voted on March 18-21.

 

"On 24 December 2020 the Chairman of the Parliament of Georgia requested two opinions of the Venice Commission on the following legislative texts:

 

- the draft amendments to the Election Code, the Organic Law on the Political Association of Citizens and the Rules of Procedure of Parliament;

 

- draft Article 791 of the Electoral Code (revocation of party registration).

 

The draft opinions will be submitted for adoption by the March 2021 plenary session of the Venice Commission which is scheduled for 18-20 March 2021", - InterPressNews was told by the Council of Europe's press service.

 

For reference, on December 17, in parallel with the talks between the opposition and the ruling team, the Georgian Dream announced two bills. The first legislative initiative envisages the suspension / abolition of state funding for political parties that do not fully claim parliamentary mandates. As for the second legislative package, the initiative envisages the abolition of the election registration of a political party whose pre-election campaign participant will be a political leader who does not meet the constitutional requirements for active voting rights.

 

For the record, on December 23, after the first reading of the legislative packages, Irakli Kobakhidze initiated to send the legislative texts to the Venice Commission and ODIHR for their opinion.
