The Anti-Corruption Bureau is not independent and cannot determine who is an oligarch and who is not. If there is no systemic reform, the law on de-oligarchization has no value, said the opposition MP Khatia Dekanoidze.

 

As she noted, systemic reform implies reforms for the independence of courts and institutions, and in the absence of this, the government will use the law for repression.

 

"They will use this legislation as repression against those they want to label as oligarchs, not as systemic reforms against the person who is the informal ruler of this country. The degree of independence of the Anti-Corruption Bureau that determines who is an oligarch does not exist. There are no guarantees that it will not be personalized and no risks of human rights violations are removed. The main thing is that the one who is going to define who is the oligarch is subordinate to the government, subordinate to those who are actually one of the biggest problems of the country's development - I am talking about informal governance," said Dekanoidze.

 

For information, the Anti-Corruption Bureau will decide the issue of recognizing a person as an oligarch instead of the Government. The relevant amendment was reflected in the draft law prepared by the Legal Affairs Committee on de-oligarchization. The Legal Affairs Committee of the Parliament discussed the draft law on de-oligarchization in the second reading.
